Aug 06, Colombo: Minister of Higher education and Highways Lakshman Kiriella
says the construction of the Central Expressway will be completed within the
next three years.
Minister Kiriella made this comment today while participating in an
inspection tour to inquire into the construction of the expressway.
The four-lane Central Expressway at a cost of Rs. 158.4 billion will be
completed in four segments.
The first quarter is from Kadawatha to Meerigama (37.09 km), second quarter
from Meerigama to Kurunegala (39.70 km), the access road (9.7 km) running up to
Ambepussa is included, third quarter from Kurunegala, Pothuhara to Galagedara
(32.50 km) and fourth quarter from Kurunegala to Dambulla (60.30 km).
Four interchanges, at Kadawatha, Gampaha, Veyangoda and Meerigama will also
be built. The project is to be completed in two phases.
The Minister said that those who have been deprived of lands due to the
construction will be paid compensation three times of the market value.
The Minister inspected the construction of the second phase from Meerigama
to Kurunegala which includes a 10 km access road and five interchanges.
It is significant that the construction is carried out by local contractors,
the Minister said. The plans is to complete the construction by mid-2019, he
added.
Overview
of Central Expressway Section II
With an end to internal conflicts in
the Northern and Eastern parts of Sri Lanka, the government recognized the
importance of construction of an expressway bridging Northern and southern
parts of the country. At the initial stage, Government of Sri Lanka (GOSL)
decided to construct the Northern Expressway from Colombo to Dambulla including
an expressway link to Kandy as a part of the proposed Expressway Network of Sri
Lanka.
The Central expressway section-11 is
a combination of selected segments of previously proposed two Expressways. The
segment from Kadawata to Gampaha remains the same alignment on previously
proposed Colombo – Kandy Alternate Highway (CKAH) trace (2001 – 2011) and
beyond Gampaha, the trace is the Northern Expressway trace (2011 – 2014) up to
Dambulla and Kandy (Galagedara). After that GOSL decided to change the starting
point of the NEP and also to implement with the assistance of Donor Agencies.
Then it was decided to change project name as Central Expressway in 2015.
